一、計畫緣起 汐止市橫科地區位於汐止市西南端,隔大坑溪與台北市南港區相鄰,北、東、南面均為山區,橫科溪自民權街民權橋起由東向本計畫區曲折穿越,在縱貫鐵路前匯入大坑溪;排水受基隆河、大坑溪影響甚鉅,但平時排水則受橫科溪影響最大,幾乎每年均受洪災,市民每年承受高淹水災情(民國90年納莉颱風淹水高達3公尺),苦不堪言,亟待改善。
二、排水現況 橫科溪流域面積廣達279公頃,自北二高上游已做有系統整治,北二高下游,雖仍有部份河段建有護岸,但尚未做有系統的整治,尤其自民權橋以下,屬橫科地區人口最密集之都市計畫區,溪流呈現婉蜒曲折現象,雖均建有護岸,但因受基隆河、大坑溪洪流頂托影響,排水功能明顯不足,每逢豪大雨或颱洪,即呈現一遍汪洋,市區淹水常超過一樓,市民常蒙淹潦災害,嚴重影響生計;尤其近年因橫科溪下游出口段受高速公路引道施工,河道被廢土阻塞,出口雙孔涵洞淤積達2公尺,更是年年遭受淹水之苦(納莉颱風淹水情形請參閱照片1、2、3;出口淤積情形,請參閱照片4)。

三、週邊相關河川 影響橫科地區之河川有基隆河、大坑溪及橫科溪,各河川均屬基隆河系,基隆河為主流,大坑溪為主要支流之一,橫科溪則為大坑溪下游之野溪,對本地區影響最大者為橫科溪,因其曲折穿越本計畫區,但大坑溪及基隆河均直接及間接影響橫科溪之排水,茲分別概述如次:
1. 基隆河 基隆河源自台北縣平溪鄉青桐山,為淡水河水系之一大支流,河長約86,400公尺,流域廣達490餘平方公里,中、下游人口密集,產業發達,晚近因與水爭地,使河道逐年窄縮,排洪困難,低窪地區常泛濫成災。 本計畫區排水出口河段在南湖大橋上游,下游屬台北市轄,上游分別流經台北縣及基隆市轄,業由經濟部水利處完成整治規劃,刻正由水利處積極辦理治理工程中,但由於河道日窄,及全球溫室效應影響,洪水位有逐年提高之現象,故刻由經濟部水利處辦理截流減洪計畫中,其在與本計畫相關之大坑溪匯流口之各頻率洪水位如下: 200年頻率洪水位:分洪前 - 12.00M (原規劃洪水位為11.58M) 分洪後 - 10.90M 100年頻率洪水位:11.10M 50年頻率洪水位:10.63M 10年頻率洪水位: 9.37M
2. 大坑溪 大坑溪位於台北市南港區,下游段為台北市與台北縣汐止市為天然界線,發源於大豐里山區之糞箕湖,沿途匯入山豬窟溪、四分溪、橫科溪,於台肥南港廠前匯入基隆河,流域面積約20.8平方公里,全長約8.7公里,其下游河段(與汐止橫科地區相鄰段)業已依50年頻率完成整治,大體而言,已完成整治河道情況尚稱良好,但因出口受基隆河迴水影響,逢50年以上頻率洪流時,仍有溢頂泛濫之災害。整治計畫重要諸元如下: 計畫洪水頻率:50年一次 50年頻率洪水量:335.8cms 出口各頻率洪水位: 50年頻率:10.57M 100年頻率:11.06M 200年頻率:11.56M 由以上數據了解,當基隆河逢大於50年之高頻率洪流時,大坑溪既有整治河岸,均有溢頂漫淹市區之虞,其現況護岸(本計畫區範圍)最少尚需加高約1.5 - 2.0公尺。
3. 橫科溪 橫科溪流域範圍約279公頃,全長約3.2公里,大部份屬山區,僅北二高以西及沿溪之帶狀谷地為平地以外,約七成均為山坡地形,上游北二高以東,大部份均已做整治,斷面尚稱規則,下游高速公路以西,則大部份均未做有系統之整治,自民權橋即婉蜒曲折繞穿市區,常造成市區氾濫成災,惟穿越市區段斷面雖大小不一,僅橫科橋淨深僅2.5公司嫌不足以外,大部份尚足排除五年一次之雨水逕流;由於受基隆河及大坑溪高水位迴水頂托影響,常造成下游市區嚴重洪災。
四、淹水主因探討 橫科市區,多年來雖未完全建立排水體系,但因地勢尚佳,平時排水情況尚稱良好,環繞本計畫區西北境之大坑溪,亦早經完成整治,足堪排除50年頻率之洪流,惟因大坑溪受基隆河高頻率洪流迴水之頂托,以致大坑溪溢頂泛濫,以及造成橫科溪逕流無法順暢排水,而經常造成嚴重之淹水。 近年來淹水頻率提高之原因,除了基隆河未完成整治,及受全球溫室效應導致降雨強度異常以外,高速公路引道之施工,導致橫科溪出口被淤塞,而造成排洪困難,可能也是原因之一,宜請有關單位予以重視及改善並做經常性疏浚。 由以上分析,橫科地區之淹水原因最大者為區域防洪體系尚未完整建立,其次為橫科溪婉蜒曲折繞流市區,當出口受基隆河及大坑溪洪流頂托而溢頂漫淹市區,再其次者為市區未完成堤後排水系統等,為三大主因;至於行政管理層面,除工程施工造成橫科溪出口淤塞影響排水以外,大致均尚良好,由橫科溪流經市區之河段清晰見底,可見各行政單位,平日對排水系流之維護已盡力。
五、改善辦法 由前節分析,橫科地區排水上之最大困難為區域防洪體系尚未完整建立,因區域防洪屬中央政府權責,已由經濟部積極研討改善之中,如基隆河整治計畫之實施,以及員山仔分洪計畫之規劃及實施,相信中央政府會在以後幾年內逐一完成;致於大坑溪沿岸堤防之配合基隆河整治加高,因大坑溪屬台北市政府督建,縣府當協同台北市政府盡早完成;橫科溪之整治,及市區堤後排水之建立,應立即辦理,應急改善工程,將立即著手辦理,期於明年(91年)颱風來臨前,初部完成橫科溪之截流,使橫科溪自民權橋以截流箱涵(壓力箱涵)方式,沿民權路予以截流,使不再婉蜒穿越市區,為患市區,以及緊急建立堤後抽水站,利用縣府既有之抽水機輔助堤後排水;本應急工程完成後,應可在大坑溪不溢頂的條件下,改善市區排水,免受年年淹水之苦。
六、應急改善工程內容
1. 橫科溪截流 計畫自民權橋以寬5.5M、高4.0M之截流箱涵長約240M,以高地排水方式直接沿橫科路73巷向北於順安宮邊排入橫科溪下游,不使婉蜒曲折穿流市區。 2. 連續堤防 計畫在橫科路73巷底北端(截流箱涵出口)興建堤防,長約100公尺,以防止基隆河及大坑溪高頻率洪流倒灌泛濫市區,堤防高度為標高12.00M高於大坑溪逢基隆河200年洪水位迴流高程為11.58M,可保護基隆河200年洪水時不溢堤。 3. 臨時抽水站一座 計畫總抽水站量2cms抽水機2台(計4cms),暫時利用縣府庫存抽水機1台按裝使用,將來再增購1台。 4. 橫科路引水幹線 計畫在市區最低窪之橫科路埋設ψ1000m/mRCP長約310M,將市區力行街等一帶雨水逕流引入現有橫科溪,排至抽水站。

七、應急工程實施期程 應急工程計畫縣府已委託富經驗之工程顧問公司辦理規劃設計中,預計實施期程如下: 規劃設計:90年12月15日以前完成。 工程發包:91年元月15日以前完成發包。 工程施工:91年2月初開工,91年6月中完工。
八、預期目標: 1.本工程完工後,應可防基隆河及大坑溪50年頻率之洪流不淹水。 2.本工程標準均配合基隆河200年洪水位辦理設計,將來俟台北市政府將大坑溪配合基隆河水位加高後,即可完成基隆河200年頻率之防洪需求。
